A compound of ‘ছিটমহল’ (enclave/disconnected territory) + ‘সমস্যা’ (problem), used specifically to denote the historical administrative and humanitarian complications of the India–Bangladesh border enclaves.

ভারত-বাংলাদেশ সীমান্তে এক দেশের ভূখণ্ড অন্য দেশের ভেতরে বিচ্ছিন্নভাবে থাকা ‘ছিটমহল’গুলোর কারণে নাগরিকত্ব, আইন-শৃঙ্খলা, সেবা-সুবিধা, ভূমি মালিকানা, যাতায়াত ও প্রশাসন পরিচালনায় যে দীর্ঘস্থায়ী সংকট ও বিরোধ সৃষ্টি হয়, তাকে ‘ছিটমহল-সমস্যা’ বলা হয়
The long-standing crisis and disputes arising from the existence of enclaves (chitmahals)—pieces of one country’s territory isolated within the other—along the India–Bangladesh border, which complicated citizenship, law enforcement, public services, land ownership, movement, and governance, is called the “chitmahal problem.”
