From Latin decimare “to take a tenth, tithe; punish by selecting and killing one in ten,” from decimus “tenth.” Modern sense broadened to “devastate, greatly reduce.”

Used as the past tense/past participle of “decimate.” Historically it meant killing one-tenth of a group (a Roman military punishment by lot), and by extension it now commonly means to devastate or greatly reduce in number or strength (often not literally by one-tenth).
