From Latin 'arcticus' and Greek 'arktikos' meaning 'of the bear' (referring to the northern constellations, especially Ursa Major) and thus 'northern'.

Definition
In general use, 'arctic' describes the Arctic (the far-northern polar region) and anything extremely cold or suited to severe winter conditions; as a noun it can mean a warm waterproof overshoe, and it can also refer to certain Oeneis butterflies.
