From mud + sill; originally referring to a sill laid on the ground (often muddy) in early timber construction; later developed a figurative, derogatory U.S. sense in the 19th century.

Definition
A mudsill is the lowest horizontal beam in a building, laid on the foundation or directly on the ground to support the frame; figuratively (especially in historical U.S. contexts) it has been used as a slur for people regarded as low-status.
