Origin & History
From Arabic ḥisba (حِسْبَة) meaning “accountability, reckoning,” from the root ḥ-s-b “to reckon/ حساب करना,” used for the duty of promoting right conduct and preventing wrongdoing.
यह अरबी ḥisba (حِسْبَة) से आया है, जिसका अर्थ “जवाबदेही/हिसाब‑किताब (reckoning)” है; यह ḥ‑s‑b मूल धातु से बना है जिसका अर्थ “गणना करना/हिसाब करना” है, और इसका प्रयोग समाज में उचित आचरण को बढ़ावा देने तथा गलत कार्यों को रोकने के दायित्व के लिए हुआ।
Definition
Hisbe refers to the Islamic concept and (in many historical contexts) the administrative function of overseeing public conduct and commercial fairness—such as honest weights and measures, preventing fraud, and upholding community standards—traditionally carried out by a muhtasib.
हिस्बे इस्लामी अवधारणा तथा (कई ऐतिहासिक संदर्भों में) प्रशासनिक व्यवस्था/पद को कहते हैं, जिसका उद्देश्य सार्वजनिक आचरण और बाज़ार की निष्पक्षता पर निगरानी रखना—जैसे सही तोल‑माप, धोखाधड़ी रोकना और सामुदायिक मानकों का पालन कराना—था; यह कार्य परंपरागत रूप से ‘मुहतसिब’ द्वारा किया जाता था।
