Formed in modern English as a compound of dirty (“obscene, indecent”) + minded (“having a particular kind of mind/attitude”); used especially from the 20th century onward.

Dirty-minded describes a person whose thoughts, jokes, or interpretations are often sexual, obscene, or vulgar, even when the situation is not meant that way.
