রাষ্ট্র বা প্রতিষ্ঠানের ক্ষমতা যখন জনসাধারণের বদলে সীমিতসংখ্যক অভিজাত/ধনী/প্রভাবশালী গোষ্ঠীর হাতে থাকে, সেই শাসনব্যবস্থাকে অলিগার্কি বলা হয়
