From re- (“again”) + file (to place among papers/records or to submit officially), ultimately from Old French fil (“thread”), used for stringing documents.
re- (“फिर से”) + file (काग़ज़ात/रिकॉर्ड्स को फ़ाइल में रखना या आधिकारिक रूप से दायर करना) से बना; file का स्रोत अन्ततः पुरानी फ़्रेंच fil (“धागा”) है, क्योंकि पहले दस्तावेज़ धागे में पिरोकर रखे जाते थे।

Refiles means files something again—either submitting a document/case again to an office/court, or putting records back into their proper place in a filing system.
Refiles का अर्थ है किसी चीज़ को फिर से फ़ाइल करना—या तो किसी दस्तावेज़/मामले को किसी कार्यालय/अदालत में दोबारा जमा/दायर करना, या रिकॉर्ड्स को फिर से सही क्रम में फ़ाइल/दस्तावेज़-प्रणाली में रखना।
